According to court records, 43-year-old Saah Kinte Mills sold fentanyl and fentanyl mixtures to law enforcement during four controlled purchases in February and March 2025.
Investigators say those transactions involved approximately 11 grams of fentanyl, 11 grams of a mixture of fentanyl and heroin, and 2.41 grams of a combination containing heroin, fentanyl, and xylazine — a powerful veterinary sedative increasingly found mixed into street drugs.
On April 11, 2025, narcotics detectives arrested Mills in Portsmouth. At the time of his arrest, he was found carrying nearly 11 grams of cocaine.
Authorities then searched his residence in Portsmouth. Inside, they recovered a box of ammunition, more than 31 grams of powder containing fentanyl, and 29 grams of powder containing para-fluorofentanyl, heroin, and fentanyl. Investigators also reported finding materials consistent with drug distribution.
Fentanyl continues to drive overdose deaths across Virginia and the broader Hampton Roads region. Federal prosecutors have increasingly focused on cases involving synthetic opioids and mixtures that heighten the risk of fatal overdoses.
Mills’ five-year sentence reflects the seriousness federal authorities are placing on fentanyl distribution — particularly when combined with other substances like xylazine.
Officials have not released additional details about whether further charges or related investigations are pending.
