NORFOLK, Va. — Norfolk Police say they’ve made a second arrest tied to the street takeover that disrupted the West Ghent neighborhood earlier this month and drew heavy concern from nearby residents.

Detectives charged 28-year-old D’Shawn William Creque of Hampton with aiding or abetting street racing or exhibition driving. Police said Creque was taken into custody May 26 in the 100 block of Brooke Avenue.

The arrest stems from a May 17 incident on Redgate Avenue near Greenway Court, where police received multiple calls about a large crowd gathering in the street while vehicles reportedly drove recklessly through the neighborhood.

Residents in West Ghent described the scene as chaotic, with loud engines, tire smoke, and groups of spectators crowding the roadway late into the night. Street takeovers have become a growing issue in Hampton Roads and other parts of Virginia, often drawing large crowds through social media posts and online messaging.

Earlier in the investigation, Norfolk Police arrested 19-year-old Isaiah A. Duncan-Simmons of Virginia Beach on May 20. He faces charges of disorderly conduct and carelessly damaging property by fire.

Police say the investigation remains active and detectives are still looking into the involvement of additional people connected to the gathering.

The department is asking anyone with information about the incident or possible suspects to contact Norfolk detectives. Tips can also be submitted anonymously through the Norfolk Crime Line.
