A 42-year-old Norfolk man is heading to federal prison for 16 years after being caught with a massive stash of deadly drugs and firearms earlier this year.
Winston Jerome Perry, known by the street name “Chuck,” was sentenced on Monday after being convicted of possession with intent to distribute para-fluorofentanyl and for illegally possessing firearms as a convicted felon.
According to federal court documents, narcotics investigators carried out three controlled drug buys from Perry in March and April of this year. After the final transaction, they searched Perry, his car, and a residence tied to him—and what they found was alarming.
Inside the vehicle, officers recovered a handgun and several small baggies of fentanyl and cocaine. The search of the residence uncovered a mini drug distribution hub: four handguns, digital scales, packaging materials, a ledger, and a dangerous mix of narcotics—enough to cause mass overdoses.
Among the drugs seized were:
-
69.1 grams of fentanyl
-
Over 550 grams of a mixture containing para-fluorofentanyl, heroin, cocaine, and fentanyl
-
Over 250 grams of heroin mixed with cocaine and para-fluorofentanyl
-
Nearly 200 grams of methamphetamine hydrochloride
-
Smaller amounts of crack cocaine, powder cocaine, and ketamine-laced mixtures
Perry has a long criminal record stretching back years. Prior convictions include cocaine distribution, firearm-related charges, and eluding police. As a convicted felon, he was prohibited from owning or possessing any firearms or ammunition.
Federal prosecutors say the drug mixtures—particularly those containing para-fluorofentanyl—are extremely dangerous and tied to a growing number of fatal overdoses in the region.
Perry’s sentence sends a clear message, according to officials: those caught dealing deadly synthetic opioids and carrying guns will face serious time.
