A Norfolk man with a long rap sheet just got 15 years in federal prison for dealing drugs and carrying guns—crimes he committed while already under court supervision for earlier convictions.
41-year-old Lloyd Levi Hardy, who goes by the street names “Blu” and “Trap Monster,” was arrested last October after Virginia Beach police tracked him down to a local hotel. At the time, he was already wanted for a string of serious charges related to a shooting into an occupied apartment where a woman and children were present.
When officers searched Hardy’s vehicle, they found $1,600 in cash, several kinds of drugs—including cocaine, heroin, and psilocyn—and four firearms. One of those guns was stolen. Another was linked through ballistic testing to the earlier shooting. They also found a cellphone full of messages showing Hardy had been selling drugs since at least late 2020.
Hardy has a long list of prior convictions—everything from burglary to drug and gun charges to fleeing police. Despite being under a court-ordered period of good behavior for past crimes, he was still actively selling drugs and carrying weapons when he was arrested.
Federal prosecutors say Hardy’s criminal activity made him a danger to the community. Erik Siebert, U.S. Attorney for the Eastern District of Virginia, called him “an armed drug dealer” who was already wanted for violent crimes when he was picked up.
“This repeat offender’s criminal career ends here,” said Dominique Evans of the FBI’s Norfolk office. Virginia Beach Police Chief Paul Neudigate added that career offenders like Hardy remain a priority for local law enforcement, and that partnerships with federal agencies make it easier to hold them accountable.
Hardy pleaded guilty back in November and was sentenced by U.S. District Judge John A. Gibney Jr.
